During which period of time have you had the most frequent contact with
the applicant?
I have known Richard T Shin since 1991 and have worked with him as a peer
on the same Information Systems team for that entire period.
Distinctive Strengths and Special Talents:
I consider Rich's to be in the area of organizing an effort, whether that
effort be for the formulation of a team's response or action plan to meet
a business need or in the arrangement of a group activity. He is very good
at consensus building.
Leadership abilities
Rich consistently finds a way to reconcile conflicting viewpoints and to
eliminate or minimize objections. He has excellent skills in eliciting
concerns and exploring solutions to those concerns and apprising others
of the agreed upon conclusions. He has held a key role in the development
of a methodology for system development at Health Net and numerous other
projects where these talents have been put on display.
In regards to others with similar responsibilities
Rich compares very favorably with others in similar roles at Health Net.
He is generally regarded by others outside his team as a knowledgeable
spokesperson for our team. Others with similar backgrounds and assignments
as Rich are generally relegated to junior roles, but Rich is solidly entrenched
as a responsible and highly capable member of the team.
Comments
In summary, I think very highly of Rich for both his personal attributes
and his abilities in a business environment. He has always been a very
effective team member. Rich's analytical skills are very good and is organizational
skills are exceptionally high. He is regularly called upon to champion
a cause and to mold the often diverse group members into a cohesive structure.
Rich has very good initiative and has demonstrated that consistently in
the last year, which has been a year of relative uncertainty and upheaval
at Health Net. Through changes in the management organization and a variety
of shifting responsibilities, Rich has shown leadership capabilities and
found ways to make significant contributions without clear and cogent management
direction. Rich's self-confidence continues to grow as he successfully
navigates through the various reefs and shoals of the Health Net Information
Systems world. With his special talents and personality he would represent
value added to any team
