From 1994 to 1996 in a working relationship in focused work groups and
projects, as a Supervisor, I.S. Production Systems, Health Net...
Distinctive Strengths and Special Talents:
Richard is very intelligent and creative. He volunteers to be the art director
and editor for an I.S. newsletter. Because of his creativity, the newsletter
has a professional quality. The newsletter is distributed to over 300 Health
Net associates. Many of them have given Richard their compliments.
He learns fast and is particularly talented in working with computer
tools, such as Microsoft Project, Word, Excel, and PowerPoint. He is considered
to be an expert in these areas. The co-workers frequently consult for his
advise.
Leadership abilities
Richard has demonstrated his effective project leadership. He was very
successful in managing a project called MRCC/VRU Claims Inquiry Project.
He coordinated effectively various technical and user groups to accomplish
the project objectives. He promptly resolved issues. He developed an excellent
partnership with the executive sponsor and project sponsor. The sponsors
and users were happy with the progress and results of the project - a successful
and on-time implementation. I have heard several compliments about Richard
in several occasions both from his boss and users.
In regards to others with similar responsibilities
I would rate Richard as the top 2% of his group who has similar responsibilities
because he has demonstrated he is a competent Project Manager and a good
analyst. He is extremely effective in communicating business requirements
to various groups, such as users, technical staff, and team members.

Richard is easy to work with and is definitely a team player. He communicates
very well. I have opportunities to observe his working with others and
am impressed by his abilities in working with people, even the difficult
ones. I enjoy working with him.
Analytical and Organizational Skills

Richard is organized in his work. He uses project planning effectively
to organize project work for the team and to deliver systems promptly.
He also organizes fun activities after work successfully.

He exhibits good analytical skills in projects by using structured process
modeling techniques. As a result, he delivers systems that meet user requirements.
Initiative

Committed to the I.S. Department strategic initiative, he volunteered to
select a systems development methodology for Health Net. He continued to
volunteer for various focus groups to develop systems development deliverable
templates as a toolkit for project managers. The templates have been very
well received by the I.S. Department. The I.S. management team awarded
him with an "On-the-Spot" Award because he was valued as the most dedicated
employee in supporting this I.S. strategic initiative.
